These configurations will make it so left d-pad turns all lights on/off, d-pad down turns sirens on/off, A is blackout mode or signals a vehicle to pull over if lights are on. If you are using ELS, you will have to go into gtav/ELS/pack_default and open the xml files for each car you have installed, such as police.xml, fbi2.xml, etc.(with notepad++).
